*Updated 2026-03-30: Microsoft has clarified that the end-of-sale date for Power Apps per App-User SL does not apply to CSP. New and existing CSP customers can continue to purchase the license. The original end-of-sale status for new customers remains in effect only for EA and MPSA.
On January 2, 2026, Microsoft ended sales of the Power Apps per app license for new customers outside of CSP. This change is part of Microsoft’s ongoing effort to simplify licensing, reduce governance complexity, and encourage broader adoption of standardized Power Apps licensing models across organizations.
Availability and Eligibility
- Enterprise Agreement (EA/EAS) customers are not affected during the term of their agreement. They can continue to use and renew the Power Apps per app User SL and may add or adjust user quantities at any time, with changes reconciled through the standard annual true-up process rather than individual purchase orders. The original end-of-sale status continues to apply after the agreement term ends.
- Microsoft Products and Services Agreement (MPSA) customers, the SKU is no longer available for new purchases. Existing agreements remain valid, and customers may continue using the Power Apps per app license until the agreement expires. After expiration, a 60-day transition period applies to migrate to an alternative licensing option.
- Existing and new Cloud Solution Provider (CSP) customers: are not impacted by the end-of-sale announcement. They can continue to purchase, use, and renew the Power Apps per app User SL. Microsoft has confirmed that the SKU will return to CSP price lists, with full availability for new and renewing customers starting in early April 2026.
- No customers currently using the SKU will experience service disruption during their active term.

What is the Power Apps per app license?
The Power Apps per app license allowed an individual user to run a single canvas app, model-driven app, or portal app with access to Microsoft Dataverse and Premium Connectors. It was designed as a cost-effective option for organizations with light or highly targeted usage needs.
- Dedicated single-app access: The license enabled users to run one custom application built for a focused business scenario.
- Premium feature access: The license included rights to Dataverse and premium integrations, enabling robust low-code workflows and secure data management.
- Cost-optimized entry point: The license was positioned as an affordable way to enable digital transformation for small user groups or isolated workloads.

Organizations should evaluate the following options when planning a transition:
- Power Apps Premium:
This license provides unlimited custom applications and unlimited Power Pages websites for each licensed user. It is ideal for organizations that want a simplified, scalable model with full platform access. - Power Apps per app Pay-As-You-Go Meter:
This metered model remains available and allows organizations to pay only for active monthly users of an app. It is suitable when user volume fluctuates and when organizations want a usage-based licensing structure. It requires an existing Azure subscription - Power Apps use rights included with select Dynamics 365 licenses: Get advanced Power Apps capabilities through use rights that come with select Dynamics 365 licenses.
- Power Apps Basic, aka. Power Apps for Microsoft 365:
This option is included in several Microsoft 365 and Office 365 plans (for commercial plans: Microsoft 365 F3/E3/E5/Business Basic/Standard/Premium, Office 365 F3/E1/E3/E5 as of 2025-12-22) and provides foundational Power Apps capabilities without access to premium connectors.
