This applies specifically to <strong>large language model (LLM) inferencing<\/strong>, which is the step where Copilot generates an answer to a user prompt.<\/p>\n<p>The changes apply across <strong>Microsoft 365 Copilot<\/strong>, <strong>Copilot Chat<\/strong>, <strong>Power Platform Copilot<\/strong>, and <strong>Dynamics Copilot<\/strong>.<\/p>\n<p>Microsoft introduced Flex Routing for <strong>capacity management reasons<\/strong>:<\/p>\n<ul>\n<li>AI workloads require significant <strong>GPU capacity<\/strong><\/li>\n<li><strong>EU data centers<\/strong> can <strong>reach capacity<\/strong> during peak usage<\/li>\n<li>Routing requests to non\u2011EU regions helps Microsoft <strong>avoid service degradation<\/strong><\/li>\n<\/ul>\n<p>Microsoft states that\u2026:<\/p>\n<ul>\n<li>data remains <strong>encrypted in transit and at rest, and<\/strong><\/li>\n<li><strong>data at rest<\/strong> continues to be stored inside the <strong>EU.<\/strong><\/li>\n<\/ul>\n<p>The change still matters because it affects <strong>where AI processing happens<\/strong>, not just where data is stored. That means, <strong>depending on how Microsoft classified your organization, the setting is on or off by default<\/strong>.<\/p>\n<p>If this link leads you to a Microsoft Message Center message saying &#8220;Flex routing is turned off by default for your tenant. No precise definition of \u201climited pseudonymized data\u201d is provided beyond these general purposes.<\/p>\n<p>Under the <strong>General Data Protection Regulation (GDPR)<\/strong>:<\/p>\n<ul>\n<li><strong>Pseudonymized data remains personal data<\/strong><\/li>\n<li><strong>GDPR obligations continue to apply<\/strong>, including purpose limitation and proportionality<\/li>\n<li>Transfers outside the EU may still require <strong>justification and documentation<\/strong><\/li>\n<\/ul>\n<p>These changes may introduce <strong>legal ambiguity. <\/strong>This is particularly the case where internal policies, customer contracts, or regulatory frameworks require <strong>EU\u2011only data processing<\/strong>. <strong>Data Processing Agreements (DPAs)<\/strong> may need review or updates to reflect this new default behavior.<\/p>\n<p>&nbsp;<\/p>\n<h2>Copilot Flex Routing: Governance spans multiple admin centers<\/h2>\n<p>Copilot Flex Routing is <strong>not governed from a single administrative surface<\/strong>, but from two admin centers.<\/p>\n<p>Configuration exists in:<\/p>\n<ul>\n<li>The <strong>Microsoft 365 Admin Center<\/strong>, covering Microsoft 365 Copilot and Copilot Chat<\/li>\n<li>The <strong>Power Platform Admin Center<\/strong>, covering Power Platform Copilot, Dynamics Copilot, and Copilot Studio<\/li>\n<\/ul>\n<p><strong>Configure Microsoft 365 Admin Center first<\/strong>: the <strong>flex routing setting in the Power Platform admin center will honor the flex routing setting in the Microsoft 365 admin center<\/strong> unless the current setting in the Power Platform admin center is more restrictive.<\/p>\n<p>From a compliance perspective, this creates a <strong>risk of incomplete governance<\/strong> if only one admin center is reviewed.<\/p>\n<p>&nbsp;<\/p>\n<h2>How to turn off Copilot Flex Routing in the Microsoft 365 Admin Center<\/h2>\n<p>This setting governs <strong>Microsoft 365 Copilot<\/strong> and <strong>Copilot Chat<\/strong>.<\/p>\n<ul>\n<li>Sign in to the <strong>Microsoft 365 Admin Center<\/strong> with an account that has the <strong>AI Administrator<\/strong> role<\/li>\n<li>Navigate to <strong>Copilot \u2192 <\/strong><a href=\"https:\/\/admin.cloud.microsoft\/?#\/copilot\/settings\/\"><strong>Settings<\/strong><\/a><strong> \u2192 Flexible inferencing during peak load periods<\/strong><\/li>\n<li>Select <strong>Do not allow flex routing<\/strong><\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-72961\" src=\"https:\/\/www.schneider.im\/media\/2026\/04\/SCHNEIDER-IT-MANAGEMENT-2026-04-13-Update-Microsoft-Copilot-Flex-Routing.webp\" alt=\"\" width=\"727\" height=\"419\" srcset=\"https:\/\/www.schneider.im\/media\/2026\/04\/SCHNEIDER-IT-MANAGEMENT-2026-04-13-Update-Microsoft-Copilot-Flex-Routing.webp 727w, https:\/\/www.schneider.im\/media\/2026\/04\/SCHNEIDER-IT-MANAGEMENT-2026-04-13-Update-Microsoft-Copilot-Flex-Routing-500x288.webp 500w, https:\/\/www.schneider.im\/media\/2026\/04\/SCHNEIDER-IT-MANAGEMENT-2026-04-13-Update-Microsoft-Copilot-Flex-Routing-150x86.webp 150w\" sizes=\"(max-width: 727px) 100vw, 727px\" \/><\/p>\n<p>Once disabled, <strong>all Copilot LLM inferencing remains inside the EU Data Boundary<\/strong>, even during peak demand periods. Microsoft\u2019s standard encryption, processing, and data residency commitments continue to apply.<\/p>\n<p>&nbsp;<\/p>\n<h2>How to turn off Copilot Flex Routing in the Power Platform Admin Center<\/h2>\n<p>Copilot experiences in <strong>Power Platform<\/strong>, <strong>Dynamics 365<\/strong>, and <strong>Copilot Studio<\/strong> are configured in the <a href=\"https:\/\/admin.powerplatform.microsoft.com\/environments\"><strong>Power Platform Admin Center<\/strong><\/a>.
