November 18, 2025 – Microsoft announced the general availability of Windows 365 Cloud Apps, a new feature of the Windows 365 cloud PC service. This launch means that organizations can now provide users with individual cloud-hosted applications without needing to assign a full Cloud PC to every user. The feature was previously in preview (since September 2025) and is now broadly available for all eligible customers as of mid-November 2025. It marks an important step in making cloud-based Windows apps more accessible and cost-efficient for businesses, especially those with shift-based or occasional-use workers.
This approach simplifies delivery of apps for task-based or part-time users and was designed to help organizations optimize resources. The result is a more flexible, efficient use of Windows 365: employees get just the apps they need, and businesses avoid the overhead of maintaining full Cloud PCs for everyone.

What is Windows 365 Cloud Apps?
Windows 365 Cloud Apps is a capability of the Microsoft Windows 365 service that allows secure access to individual Windows applications running in the cloud. Instead of assigning a dedicated Cloud PC (a cloud-hosted Windows desktop) to each user, administrators can provision Cloud Apps – specific applications hosted on a cloud PC – and make them available to users on-demand. The user launches a Cloud App from their device (via the Windows 365 web portal or Windows client app), and the application runs in the cloud but behaves as if it’s running locally on the user’s device.

Cloud Apps deliver the RemoteApp experience via Windows 365: users can interact with a single cloud-based application (for example, Microsoft Excel or a custom business app) without seeing or managing an entire Windows desktop. This makes it easier for users to access important tools quickly, and easier for IT to deploy just what users need. The Cloud Apps feature leverages the existing Windows 365 Cloud PC infrastructure, meaning it inherits the security, compliance, and performance benefits of the Windows 365 platform, but with a more focused app-by-app delivery. It’s especially useful for scenarios where users only require one or two specific applications rather than a full Windows environment.
Windows 365 Cloud Apps is integrated with Microsoft Intune for easy provisioning and control. Administrators can publish and update Cloud Apps via Intune, just as they would manage full Cloud PCs, ensuring centralized and consistent management of applications.
Windows 365 Cloud Apps is built on Windows 365 and maintain enterprise-grade security measures. Data remains in the cloud environment and only the user interface of the app streams to devices, helping keep sensitive information secure. All existing Cloud PC policies (for example, access controls, authentication, and compliance configurations) apply to Cloud Apps as well.
Licensing
Windows 365 Cloud Apps run on Windows 365 Frontline Cloud PCs operating in shared mode. Consequently, use of Cloud Apps requires a Windows 365 Frontline license. Windows 365 Frontline is a licensing model designed for scenarios where multiple users share the same cloud resources at different times (for example, shifts). Under this model, one Frontline license allows one active Cloud PC session at a time, though you can assign that license to multiple users (who will use it one-by-one, not concurrently).
Example: If you have 5 staff members who each only need occasional access to an application (and typically only one of them uses the app at any given moment), a single Frontline license could cover them all by letting them take turns – only one active user session runs on the cloud at a time per license.
However, if more than one of those users need to use a Cloud App simultaneously, additional Frontline licenses would be required for additional concurrent sessions.
This licensing approach is cost-efficient for organizations with part-time or overlapping shifts, because it maximizes license usage by pooling users on shared cloud hardware. It removes the need to purchase a full Windows 365 license for every individual in cases where continuous, dedicated use isn’t needed. Businesses can thus optimize licensing costs while still providing necessary app access.
