Oracle Multicloud Universal Credits for Oracle Database

Effective October 14, 2025, Oracle introduced Multicloud Universal Credits, a new licensing model that allows customers to use a single pool of credits to deploy Oracle Database services across Amazon Web Services (AWS), Microsoft Azure, Google Cloud, and Oracle Cloud Infrastructure (OCI). This unified approach simplifies procurement and enables flexible deployment across multiple cloud platforms. Announced at Oracle AI World 2025, Multicloud Universal Credits offer a streamlined way to license Oracle Database services in the cloud of your choice.

Customers can request early access now, with broader availability expected in phases.

What is Multicloud Universal Credits

Multicloud Universal Credits are a centralized licensing option for Oracle Database services. Instead of managing separate contracts for each cloud provider, customers purchase Oracle credits that can be used across supported platforms. This model supports Oracle Database@AWS, Oracle Database@Azure, Oracle Database@Google Cloud, and OCI.

The program is designed to reduce complexity in cloud procurement and governance. It enables organizations to run Oracle databases in their preferred cloud regions while maintaining consistent licensing terms.

Key Features

Multicloud Universal Credits provide several benefits:

  • Unified consumption model: One set of credits applies across all supported clouds, simplifying administration and governance.
  • Regional flexibility: Customers can deploy Oracle Database workloads in any available region across AWS, Azure, Google Cloud, or OCI.
  • Workload portability: Organizations can move Oracle Database workloads between clouds without renegotiating contracts, supporting hybrid and disaster recovery strategies.
  • Consistent experience: Oracle Database services operate uniformly across platforms, ensuring reliable performance and management.

Licensing

Multicloud Universal Credits are a commercial model, not a technical product. Customers use Oracle’s centralized credit system to license Oracle Database services on third-party cloud marketplaces. Usage remains subject to each cloud provider’s marketplace policies.

This model simplifies licensing but requires careful planning. Customers should understand how credits are consumed across platforms and ensure compliance with regional and provider-specific rules.
