As of June 1, 2025, Microsoft has extended its Customer Copyright Commitment (CCC)—a legal safeguard against third-party copyright claims—to include Copilot Studio. This means that organizations using Copilot Studio to build and deploy AI-powered agents can now benefit from copyright indemnification—if they follow Microsoft’s required safety measures.

What Is Changing?
On June 1, 2025, Microsoft Copilot Studio has been added as a Covered Product under the Customer Copyright Commitment. This means:
- Microsoft will defend customers against third-party copyright claims related to content generated by Copilot Studio agents.
- This protection is available only if customers implement the required mitigations outlined by Microsoft.
What Does “Covered Product” Mean?
A “Covered Product” is a Microsoft service that qualifies for copyright protection under the CCC. For Copilot Studio, this includes:
- Agents built using configurable Metaprompts or other safety systems.
- Features powered by Azure OpenAI within Microsoft Power Platform Core Services or Power Platform EU Data Boundary Services.
However, components powered by Bing (such as web search) are excluded and follow Bing’s own terms.
What Are the Required Mitigations?
This protection is governed by Clause 5 of the CCC, which outlines Microsoft’s obligation to defend customers against copyright claims—if the customer has implemented all required mitigations.
To qualify for copyright protection, customers must implement specific safeguards, including:
- Content filtering: Preventing the generation of harmful or inappropriate content.
- Prompt safety: Designing prompts that reduce the risk of generating infringing material.
- Output monitoring: Reviewing and managing the content generated by agents.
These mitigations are designed to reduce legal risk and ensure responsible AI use.
Customers have six months to implement new mitigations when Microsoft updates them.
Customers must be able to demonstrate compliance with these mitigations if a claim arises.
