What is changing?
After a three-month preview in the Microsoft Frontier program, Microsoft moved Copilot Cowork to general availability for Microsoft 365 Copilot customers worldwide. The release adds model choice, extensibility through plugins, and new cost management controls.

What is Copilot Cowork?
Copilot Cowork is an agentic system in Microsoft 365 Copilot that executes complex, long-running, multi-tool tasks end to end. Instead of returning a draft or a recommendation, Cowork plans the work, runs it across your tools, and returns a completed result. It runs in the cloud and is grounded in Work IQ, the context engine behind Microsoft 365 Copilot. From a licensing view, Cowork requires the Microsoft 365 Copilot USL, and its usage is billed separately on top of that subscription.
How Copilot Cowork is priced
Copilot Cowork requires the Microsoft 365 Copilot User Subscription License (USL). On top of that per-user subscription, Cowork is billed on a usage basis, denominated in Copilot Credits. The price of each task is calculated from four inputs:
- Models: the AI model chosen for each task, which can vary with the quality, speed, and cost the task demands
- Context: the understanding of the people, roles, and collaboration insights behind the work, drawn from emails, files, meetings, and past interactions
- Tools: the actions the system takes to get work done, such as sending emails, scheduling meetings, and updating documents
- Runtime: the managed cloud orchestration that runs agents and keeps them working across tasks, including long-running work
Two payment options are available:
- Pay-as-you-go: priced at $0.01 per Copilot Credit, billed only for what you use
- P3: commit to a usage volume in advance in exchange for a discount
Prices are non-binding and may vary by configuration, usage, region, and time.
Microsoft groups usage into three task patterns, each with an estimated Copilot Credit range:
- Light tasks: a few sources, light reasoning, one or fewer outputs – estimated 100 to 300 Copilot Credits
- Medium tasks: many sources, structured reasoning, two or more outputs – estimated 300 to 700 Copilot Credits
- Heavy tasks: broad aggregation, deep analysis, many outputs – estimated more than 700 Copilot Credits
Microsoft also defines four user personas with distinct usage patterns: Corporate Knowledge Workers, Management and Senior Leaders, Customer-Facing Knowledge Workers, and Technical Workers. To estimate cost, multiply the users in each segment by their expected prompt volume across light, medium, and heavy tasks, apply the price per task type, and sum the total. These estimates assume the Anthropic Opus 4.8 model.
At general availability, Cowork runs on Anthropic models, including Opus 4.8 and Sonnet 4.6. In the Frontier program, customers can also use GPT 5.5, and Cowork 1 – a fine-tuned, lower-cost model – is coming soon.
Billing for Copilot Cowork began on June 16, 2026. Tenants that had at least one user in the Frontier program between March 30 and June 16, 2026 receive a grace period and will not be billed until July 1, 2026.

Why Copilot Cowork is relevant now
Manual coordination across documents, data, and business systems costs hours every week. Cowork reduces that time by running multi-step work to completion. Usage-based billing makes cost visible, and tenant, group, and user budgets keep spend under control. Because Cowork is off by default and inherits your Microsoft 365 controls, IT keeps governance and compliance intact. The result is more clarity on what AI work costs and who is accountable for it.
What organizations should do now
- Review your Microsoft 365 Copilot licensing to confirm USL coverage for intended Cowork users
- Enable Cowork deliberately, since it is off by default, and scope access to defined groups
- Set spending limits and usage alerts at the tenant, group, and user level before usage ramps
- Identify three to five repeatable workflows that are strong candidates for Cowork
- Validate that sensitivity labels and compliance policies apply to Cowork artifacts
- Monitor usage reporting to track value against cost
