Microsoft has announced a significant update to the license enforcement schedule for Microsoft Dynamics 365 Finance & Operations and related ERP applications. This change affects how and when organizations must assign licenses to users and introduces a more flexible, renewal-based enforcement model.

What’s Changing?
Previously, Microsoft planned to enforce license assignment for all users of Dynamics 365 ERP apps starting on 1 September 2025. This deadline was later postponed to 1 November 2025. Now, Microsoft has introduced a rolling enforcement model that begins on 15 January 2026.
Under the new plan, license enforcement will no longer occur on a fixed date for all customers. Instead, enforcement will begin at each customer’s first contract anniversary or renewal date after 15 January 2026. This means that every organization will have a personalized deadline based on its subscription cycle.

Enforcement Timeline
The enforcement schedule has evolved as follows:

What Happens at Enforcement?
Microsoft has outlined a staged process leading up to enforcement:
- 90 Days Before Renewal: Microsoft or your licensing partner will initiate a license review to help you prepare.
- 30 Days Before Renewal: Unlicensed users will receive in-app notifications alerting them to contact their administrator.
- Renewal Date: Microsoft will validate license assignments. This marks the beginning of a 15-day grace period.
- 15 Days After Renewal: Enforcement begins. Unlicensed users will lose access to the affected Dynamics 365 ERP apps.
Affected Applications
The enforcement applies to the following Dynamics 365 ERP applications:
- Dynamics 365 Finance
- Dynamics 365 Supply Chain Management
- Dynamics 365 Commerce
- Dynamics 365 Project Operations (when deployed in the Finance & Operations environment)
- Dynamics 365 Human Resources
All users of these applications must have appropriate licenses assigned via the Microsoft 365 Admin Center. This includes full licenses as well as Team Member and Activity licenses.
Consequences for Unlicensed Users
If licenses are not assigned within 15 days after the renewal date, affected users will be blocked from accessing the applications. This could lead to disruptions in critical business processes such as financial reporting, supply chain operations, and HR management.
To avoid these disruptions, organizations should proactively audit their user roles and license assignments well before their renewal date.
Tools and Resources
Microsoft has introduced several tools to support license compliance:
- Finance & Operations License Usage Report: Available in the Power Platform Admin Center, this report shows which users require licenses and whether they have been assigned.
- In-App Notifications: Starting 30 days before renewal, unlicensed users will see alerts within the application.
- Lifecycle Services (LCS): License information is also available in LCS for visibility across implementation teams.
These tools help administrators identify gaps and take corrective action before enforcement begins.
Grace Periods and Strategic Planning
Organizations that renewed their licenses before January 15, 2026, will not be subject to enforcement until their next renewal. This effectively extends the grace period for many customers, allowing them to align compliance efforts with their existing renewal cycles.
Microsoft’s updated approach is designed to reduce operational disruption and give customers more time to prepare. It also encourages strategic planning and license optimization.
